The 39th Biennial Meeting of International College of Surgeons (ICS) was held in Bali Winston Hotel of Indonesia from October 21, 2014 to October 23, 2014. Professor Miao Yi delivered a speech titled "Techniques for Pancreatic Surgery" and aroused great repercussions. At 8:30 a.m. on October 25, 2014, ICS's Outgoing Chairman Adel F Ramzy (Egypt) and Current Chairman Yik-Hong Ho (Australia) presided over the general election of ICS. Professor Miao Yi, the Chairman of China Section, also led a delegation of five scholars to attend the general election.

First of all, under the supervision of lawyers, the Chairman verified whether the voting representatives or their authorized representatives from various countries had arrived at the site, thereby determining the total valid votes. The representatives who arrived at the site later than 9:00 a.m. would be deprived of the voting rights. At that time, the door of the site would be closed and no one was allowed to enter or leave the site to guarantee the fairness and solemnity of the voting. The India Section lost their voting rights and was asked to leave the site because they did not pay the membership fees in time.

Later, the voting representatives from five continents initiated a secret ballot for the candidates nominated by the Nominating Committee. Professor Miao Yi was elected as an Executive Committee Member of International Colleges of Surgeons. This was the first time that a Chinese entered the core part of ICS. The Executive Committee is the highest authority of ICS and consists of 22 renowned surgeons from all over the world. It can decide ICS's development path, dispose of ICS's movable and immovable properties in different countries and even move its current headquarter in Chicago. The resolution made by the previous Executive Committee to sell an immovable property in Chicago to get a development fund of 25,000,000 U.S. dollars was also declared to the participants.

Other 34 candidates also competed for the position of Vice Chairman of ICS, and Director Sun Yueming and Director Bai Jianfeng were both elected as the vice chairmen.
